The CUBER system will be a search engine or broker that supports the search for learning units on the course and sub-course level. It will also allow users to combine courses to comprehensive packages as part of study programs.

The CUBER system will address the needs of users and match them with characteristics of courses like content, learning objective, teaching method, duration, workload, and restrictions like requirements in knowledge, skills, degrees, technical equipment, price, time, and location. This will be done in an interactive dialogue, that guides the user to a selection of courses.
| A Unified View on the Variety of European Higher Education |
CUBER will provide a single-system view of the total collection of courses offered despite their distribution across multiple European distance teaching universities and the disparity of languages in which these courses are taught.
| Setting the Scene for a Federated European Virtual University |
The system will facilitate the access to the vast collection of courses offered by European higher education providers - in particular distance teaching universities, and make it easier to compare and exchange courses. In this way it can establish the groundwork for a Federated European Virtual University.
